Agricultural and forestry vehicles EU Regulation 167/2013

Since 1 January 2018, the agricultural and forestry vehicles for which a national homologation is requested in Belgium must comply with the requirements laid down in Regulation 167/2013 and its delegated regulations.

From 1 January 2020, only vehicles can be registered with a homologation based on the 167/2013 regulation and with submission of a COC or IGC. More information can be found in the text below.

The European Regulation 167/2013 provides a legal framework for the construction of vehicles and the general requirements for the certification of agricultural and forestry vehicles. By introducing these stricter conditions, Belgium follows the European requirements and in this way ensures that the same level of safety can be guaranteed throughout Europe.

Implementation of the 167/2013 regulation

To avoid surprises, here we provide an overview of the implementation of the 167/2013 regulation and the mandatory recognition of a constructor COP (Conformity Of Production). Normally, all vehicles that are already registered will retain their homologation, even with a change of ownership.

For European type approvals, the regulation has been mandatory since 01/01/2016 for new vehicles of all categories T, C, R and S. For national approval (where no export is possible), the regulations have been adjusted: all PVG / PVB will expired on 31/12/2019 for all categories.

From 01/01/2020 only vehicles can be registered with a homologation based on the 167/2013 regulation and with the submission of a COC or IGC. Without approval and recognition as a manufacturer, homologation files cannot be submitted to the government.

The vehicles are divided into the following categories:

  • Category T: Wheeled tractors.
  • Category C: Tractors on tracks that are propelled and steered with the tracks.
  • Category R: Agricultural and forest trailers.
  • Category S: Interchangeable towed machines.

The European Regulation 167/2013 applies to all manufacturers of agricultural and forestry vehicles, and the production of components and parts.

Conduct of the audit

To be recognized, the manufacturer must complete an application form on which he specifies which activity he is carrying out and for which guidelines he wishes recognition.

In addition, the manufacturer must undergo an audit to demonstrate that he has secured processes for various important topics:

  • Structure, organization and knowledge of the regulations

  • Production control and compliance with legislation
